Webat 34% haste with 4sta/25hp and many other stats it's better than RBB and RBG and most other haste items haste% AND stat wise, the cloak of crystalline waters is 2% more haste, but has terrible stats (no hp/sta) and I'm not gonna be soloing any dragons (i dont think =P) Cloak of flames is nice 36% haste and 50hp, again, no dragons for me tho.
