I'm shocked at how many posts show up so quick. The RHEL7.8 release ISO includes xerces-c but not the xerces-c-devel as it did in RHEL7.7. If you grep the 7.8 ISO you'll find xerces-c. As Frank suggested, I tracked down the missing rpm as a move to the rhel-7-server-optional-rpms repository.
